BCCP’s Involvement in the AI Sector

BCCP’s involvement in the sector of Highly Pathogenic Avian Influenza (HPAI/H5N1), commonly known as Bird Flu, began in 2005. Since then, BCCP as a strategic communication agency, has been contributing in a number of ways such as developing communication materials including training materials and formulating national communication strategy.  There are a number of development partners who are actively involved in combating AI in Bangladesh including GOB ministries such as MOFL and MOHFW; US funded organizations such as AED, AI.COMM and Stop AI Bangladesh and UN agencies including UNICEF, FAO and WHO. BCCP is working closely with the above mentioned organizations by maintaining constant liaison with them.

BCCP contributed to the National Preparedness Plan in regard to AI formulated by the Directorate General of Health Services (DGHS) under the Ministry of Health and Family Welfare (MOHFW). The Ministry of Fisheries and Livestock (MOFL) constituted the Risk Communication Wing and the Communication Task Force under the leadership of the Communication Section of UNICEF. BCCP was incorporated as a member in both the committees.

In September of 2006, BCCP conducted the first ever KAP Study on AI in Bangladesh which was funded by UNICEF. The result of the KAP Study was treated as the base information for the National Communication Strategy. As part of this Strategy, audience focused communication materials on bio-security such as flipcharts and posters as well as a Training Curriculum were prepared to enable stakeholders to respond to emergencies. The curriculum is to be used by public and private organizations to train service providers and volunteers. These trained service providers in turn will help enhance the skills of backyard and small-scale farmers by using the communication materials. Also in 2006, DGHS took the initiative to form Rapid Response Teams in all 64 districts of the country. BCCP was entrusted to take care of the communication part of the training program. To facilitate this process, a pool of Master Trainers was developed – a number of them were from BCCP.

In another initiative, UNICEF Bangladesh contracted BCCP to develop a set of interactive, child-friendly educational material for low literates and children under 12 targeting school-going and out-of-school children. The objective of these materials was to promote basic hygiene, especially hand washing. These colorful presentations of facts helped children learn about the impact of such a disease and the ways to prevent it and disseminate the information among others.

BCCP has made a sanitary situation and poultry chain analysis in the capital city and peri-urban areas surrounding the capital city for FAO. On behalf of FAO, BCCP is currently conducting a cross-border poultry chain mapping.

BCCP produced a Bengali version of the booklet focusing on health professionals on AI which was originally produced by WHO. Furthermore, WHO and DGHS have recently undertaken the initiative of a Healthy Food Market (HFM) with a focus to stop transmission of AI in which they have involved BCCP.

BCCP considers AI to be a national concern and believes in the importance of strategic communication in combating AI. Therefore, BCCP will continue to provide its services in this area.
