BCC Strategy to Address Sexual and Gender-Based Violence in the Rohingya Camps

BCCP designed a strategic communication program for the UN High Commissioner for Refugees (UNHCR) aimed at reducing sexual and gender-based violence (SGBV) among the Rohingya minority of Kutupalong and Nayapara refugee camps in Cox’s Bazar District. Following an assessment of the current level of knowledge, attitude, beliefs and practices of Rohingya refugees in these camps, a holistic approach was then undertaken to design the program with participation of the whole audience and stakeholders. Awareness activities were planned to generate a synergistic effect.

A behavior change communication (BCC) strategy was designed to address the gaps identified based on the findings of the rapid assessment and the review of other studies.  This strategy which aimed at community leaders, community people and service providers served as a multi-level tool and guideline and was used to raise awareness, community mobilization and advocacy; and establish and promote an effective prevention program by disseminating information through a variety of approaches.

BCCP organized a 3-day training on Capacity Development for Communication Intervention for the relevant program personnel from UNHCR and other implementing partner organizations, so that they carry out the program in future on their own. Later, BCCP provided technical assistance to the trained person in conducting piloting of communication activities.

BCCP also organized a 3-day Orientation Workshop on the proposed piloting activities for the participants of the training program, selected block committee leaders, camp committee leaders, religious leaders and community workers from both the camps. This workshop was designed to develop a group of resource person who are aware of different approaches and techniques of the proposed advocacy, community awareness activities and trained in how to conduct Life Skills Training to prevent SGBV.

A Life Skills Training on SGBV and a set of guidelines on conducting communication events in easy bengali were developed and distributed among the participants for their convenience.

Some major challenges were faced while addressing SGBV in the refugee camps where the inhabitants are Muslim; the society is conservative; SGBV is embedded in the culture; education facilities are limited; environment is unsafe and there is little involvement of youth in the awareness and prevention programs. Considering this reality, BCCP put forward a number of recommendations. These include a well-planned, sustainable monitoring system to assess the progress and status of communication activities on SGBV; training of the Imams on the right explanation of Islamic rules; awareness program for adolescents; counseling on the negative impacts of early marriage, dowry, etc.; and communication materials using local dialects.

In order to fulfill the requirements of this initiative in an efficient and effective manner, BCCP closely worked with UNHCR to accomplish the task within the stipulated time. BCCP submitted the final report in January, 2009.
